In ApacheSim, set up cooling with radiant fraction 0.15.
In ApacheHVAC, set up a 'Direct acting heater' (working in cooling mode) with radiant fraction 0.15.
If you go for option 2 bear in mind the following points:
You must click on 'Sensor' to generate an on/off control signal, and this signal must be on for the device to operate. This feature allows the heater/cooler to be turned off under certain conditions, but in most cases all that's required is that a continuous 'on' signal is generated. This can be done by setting a high Set Point such as 50C (make sure 'High Sensor Input' is OFF).
Under 'Proportional Controller', Sensor Radiant Fraction should be set to 0 to specify an air temperature sensor.
In the box 'Output at Max Control Signal (kW)' type MINUS the available cooling output of the chilled beams.
In the box 'Output at Min Control Signal (kW)' type 0.
The direct acting heater does not provide a connection to a chiller, so you'll need to apply suitable COP and distribution factors to the results.
