The price of staying cool: how mass air conditioning is storing up bigger problems for UK buildings

UK buildings are failing in the heat, and the instinct to fix that with air conditioning will only make things worse.

Much of the UK’s existing building stock was designed for a climate that no longer exists. Mild summers, cold winters, low expectations of sustained heat. That baseline has shifted. Offices, schools, hospitals and homes are now being asked to perform under conditions they were never designed to withstand.

Air conditioning might feel like the logical response - around 4 million UK households now have it, and the number is rising. But at scale, mass reliance on mechanical cooling turns an adaptation problem into an energy, cost and carbon one. It addresses symptoms, not causes. If a building overheats due to poor airflow, excessive solar gain or inadequate shading, cooling masks the problem while driving up electricity bills and placing additional strain on the grid at peak demand.

The more durable route is retrofit. Around 80% of the buildings that will exist in 2050 are already standing. Climate resilience will be decided largely by how intelligently we improve what we already have, not by what we build next.

Effective retrofit isn't a single measure. The right intervention depends entirely on the asset: improved natural ventilation in some buildings, external shading or upgraded controls in others, heat pumps or on-site renewables where the case stacks up. What matters is treating the building as a whole system - energy, carbon, cost, comfort and resilience considered together.

This is where performance modelling changes the equation. By creating a digital model of a building, teams can simulate current performance and test retrofit interventions before a single pound is spent. That includes running future weather scenarios to see how a building will respond to hotter summers over its operational life - not just the conditions on the day it passes assessment.

Ongoing performance monitoring takes this further. Connected to live building data, a digital model allows facilities teams to verify that implemented measures are delivering as expected, identify drift, and course-correct before small issues become costly ones.

The UK doesn't need every overheated building fitted with air conditioning. It needs buildings that are designed, retrofitted and operated to stay comfortable in a hotter climate, as well as the data to make better decisions about how to get there.
