Error Setting Design Weather Data appears during loads calculation run

Running either CIBSE or ASHRAE steady state loads stops with the error Error Setting Design Weather Data shown in the simulation manager or as a pop up dialog

This error can occur if the project name is set too long (threshold around 58 characters), saving the project to a shorter name allows the calculations to run

IES Development will look to resolve this in future to extend the limit (our ref azdev#47562)
