Why are the minimal U-values the default and not the notional?
The Criterion 2 limiting U-values were chosen for the default values as these are the worst acceptable standards for fabric properties. Whilst in practice, the U-values will probably need to match or beat the notional building‟s U-value in order to achieve the TER, it us up to the designer to decide where they wish to make savings versus the notional building. This approach allows the designer flexibility in meeting the requirements of Part L2A.
