Fix Wrong Construction Properties in Florida Compliance Report

When Florida baseline building is generated the Proposed Building Constructions are copied to baseline and then materials modified to match ECB/Florida regulation standards.

The names of the Proposed constructions are only edited to have 'Budget' appended so if 90.1 Baseline Constructions from VE are used which have U-value or R-Value in the name then this text is retained and may not match the Florida baseline properties.

To make reports and models more meaningful and easy to review it is advised to remove references such as this from Constructions names and use the reports or CDB to track properties of the fabric assignments in both Proposed and Baseline Buildings.
