How Is Target Emission Rate TER Calculated in Section 6?

The target emission rate (TER) calculation appears to have changed from Section 6 2007. For PartL2A 2010 the TER = the Notional building emission rate but this doesn't appear to be the case for Section 6.. How is it calculated now?

The old way of calculating TER was: TER = NER * (1 - Improvement Factor) * (1 - LZC)

The new method is: TER = NER * (1 - IFb) * (1 - LZC) * (1 - 0.26) * Fmp

Where IFb is the Section 6 Improvement Factor (The Scottish NCM modelling guide goes over how this is calculated)
Fmp is the portable/modular building factor
